As policy challenges grow increasingly complex, governments must be able to respond decisively in the short term while also assessing – accurately – the long-term consequences of their decisions. In the context of sustainable governance, it is therefore essential not only to analyze political outcomes and the integrity of democratic institutions and the rule of law, but also to examine how governments are organized to meet these demands.

The Governing with Foresight Index allows for a differentiated assessment of how well-prepared a government is to conduct efficient policy coordination, build societal consensus, and promote long-term strategies and foresight.
The index draws on 14 qualitative indicators across seven core criteria.
