Berlin Summit Reaffirms Europe's Commitment to Technological Autonomy

Board Member Daniela Schwarzer moderated a high-profile discussion at the European Digital Sovereignty Summit in Berlin featuring President Emmanuel Macron, German Chancellor Friedrich Merz, and Henna Virkkunen, Executive Vice President of the European Commission for Technological Sovereignty, Security, and Democracy, as well as leading figures from the European technology industry.

In his speech, Chancellor Merz emphasized the importance of EuroStack as the cornerstone of Europe’s digital strategy. It is encouraging that this idea is gaining increasing political momentum. Earlier this year, together with the Mercator Foundation, CEPS, and UCL IIPP, we published a report describing EuroStack as a cornerstone of European digital sovereignty. It shows how Europe can strengthen its technological independence through competitiveness, innovation, and resilient infrastructure.

The summit, co-hosted by Germany and France, has firmly placed digital sovereignty at the top of the political agenda. Europe continues to face significant technological dependencies: About 80 percent of digital infrastructure and services come from providers outside Europe. This creates vulnerabilities in critical areas, ranging from artificial intelligence and cloud computing to semiconductors. The challenge is immense and requires decisive, coordinated action. Franco-German cooperation plays a key role in this regard and must be anchored in a pan-European framework in order to translate political will into concrete technological progress.

Building on this momentum, we launched the European Network for Technological Resilience and Sovereignty yesterday evening with 17 partners. The network aims to further advance European dialogue on technological resilience and sovereignty. We invite interested institutions and experts to express their interest in membership. In the coming months, coordination meetings, workshops, and a comprehensive status report are planned to identify and systematically consolidate ongoing debates and initiatives across Europe.
