Announcement of the ETRS Network

The ETRS Network was officially announced on November 17, 2025, on the eve of the Summit on European Digital Sovereignty in Berlin, Germany. The event brought together leading European think tanks, policymakers, and experts to discuss how Europe can strengthen its technological resilience, innovation capacity, and digital sovereignty in key areas such as AI, cloud infrastructure, and semiconductors.

From Dialogue to Action

Seventeen institutions – from think tanks to research centres – came together with a shared objective: strengthening Europe's technological agency through closer collaboration and evidence-based policy development.

The discussions covered a range of key topics, including Ukraine's approach to technological resilience in times of conflict, the European perspective on Space Policy, and the role of Digital Commons as foundational elements of Europe's future digital ecosystem.

Participants from across Europe engaged in constructive exchanges, identifying shared priorities and exploring opportunities for future cooperation. The focus extended beyond analysing existing challenges to developing practical approaches for advancing technology policy in line with Europe's democratic values, strengthening the link between research and policymaking, and fostering a digital future that is resilient, competitive, and open.

Expressions of interest to join the network are now open to both institutions and individuals who wish to contribute to this mission.

Founding Members

The ETRS Network was founded by four leading European institutions:

  • Polish Economic Institute, Poland
