Die Zuwanderung von Fachkräften aus dem außereuropäischen Ausland nimmt leicht zu. Sie ist aber weiterhin relativ niedrig, auch weil jedes Jahr einige Fachkräfte wieder abwandern. Das Verhältnis von außer- und innereuropäischer Zuwanderung nähert sich dem Stand vor der hohen Fluchtzuwanderung der Jahre 2015 und 2016 an.
