The report is the outcome of the first "European Conclave" held in November last year at the presidential palace in Cascais at the invitation of the Portuguese President Marcelo Rebelo de Sousa. The Conclave, which was co-initiated by the Bertelsmann Stiftung as an institutional partner and organised by the leading French think tank EuropaNova, brought together 46 leading minds from all over Europe with diverse backgrounds, including high level politicians, academics, business representatives and cultural professionals.
Together, they identified 17 fundamental issues to make the EU become a capable geopolitical power, a stronger science and technology power, a more democratic power as well as a more inclusive and fair space—all qualities that can help the EU shape the world according to its values and interests. The report has been shared with the governments of several EU member states and EU institutions. In the European election year of 2024, it is an important catalyst for enhancing European resilience and fostering its innovative capacity.
