The ReformCompass was originally developed as part of the project “Optimizing political reform processes” of the Bertelsmann Stiftung. 

The ReformCompass can be used in practice as well as in research and teaching. In order to simplify its use in teaching we provide presentations and practice exercises.

Case studies such as the health care reform of the grand coalition and the agenda 2012 reforms of the Schroeder administration show how the ReformCompass can be used as an analytical tool for reform processes.

The tools can be used to apply the reformcompass in practice. Short descriptions, examples and templates for various tools can be found in this section.

The instrument includes information for possible goals and tasks in the individual phases and criteria of the reform process.
