This monitoring tool is being developed in order to make lifelong learning and qualification more comprehensible and to provide a basis for comparison.

The key challenge for the future will be to identify more effectively each individual's potential and then to both promote and make use of it. It is important that this happen in a manner that does not exceed individual limits, but in a way that ensures acceptance.
