State by State: Monitoring Early Childhood Education

Early access to high-quality education can provide children of all backgrounds with opportunities for achieving their full potential and participating proactively in society. Yet what are Germany’s childcare centers and educational institutions doing in this regard? The Bertelsmann Stiftung’s annual report on early childhood education supplies key facts and figures for each of the country’s 16 states.

With too few educators at early childhood education centers, quality is often compromised

The quality of early childhood education often suffers because of a lack of personnel. Many of Germany's child care centers apply staffing formulas that fail to allow for a child-appropriate ratio of staff to children. There are also substantial differences from state to state.

Evaluation in Early Childhood Education and Care

There is worldwide agreement that investments in Early Childhood Education and Care guarantee best effects – even if politics does not always act accordingly. During the last years participation rates have been more important than quality assurance of ECEC. In fact just high-quality early childhood education has positive effects. At the last Transatlantic Forum on Inclusive Early Years (TFIEY) in Amsterdam, international approaches of evaluation and governance-based politics were discussed. In addition to presentations of the European Commission and OECD, Bertelsmann Stiftung informed on its project State by State: Monitoring Early Childhood Education Systems. International experts have been particularly inspired by the validity and expressiveness of the monitoring, that has already initiated various improvements in the German ECEC system. Numerous participants requested similar tools for their countries.
