Although lifelong learning is crucial for participation in society, social cohesion and economic prosperity, in many respects Germany still has a long way to go in this area. The importance of lifelong learning is not adequately recognized in the formal educational system, and there is a lack of organizational and financial support.

Looking at learning in a holistic way
Working closely together, education experts at the Sociological Research Institute (SOFI) of the University of Göttingen and practitioners in the field of community education policy have developed a concept for a community learning report, a community-level instrument for monitoring education. In accordance with UNESCO’s recommendations, the report focuses on four dimensions: school-based, vocational, social and personal learning. This allows for a systematic examination of every phase of life, and also takes informal learning into account. It provides a foundation for developing the community-level educational landscape in a systematic way.
A concept for a community learning report: List of indicators
This list of indicators is a supplement to the concept for the community learning report. The 50 indicators and their properties are presented according to a standardized system.
Bielefeld Learning Report
Bielefeld was the first community to use this concept for developing a learning report, which demonstrated the concept’s practical feasibility. Herewith starts at the local level, with a systematic report on the local educational situation that shows current developments, problem areas and where action is needed.
