Europe's future is an open question, one that arouses euphoric hopes but also ambivalence and fears. The formula for Europe's future is clearer now, making it less mere rhetoric within political debates and more a matter of strategic planning and action. The Bertelsmann Stiftung is analyzing the process of European integration. Taking as our goal a democratic, transparent and effective political community, we are developing proposals for strategic policy reform in the enlarged Europe.
